For a small business on one WhatsApp number, the tools split into two groups. Most "best WhatsApp chatbot" lists are written by one of the vendors on them. This one is too: I build Replai, so discount my bias, and check every number against the vendor's own page. Prices were read in September 2026 and each one links to the longer breakdown where we recorded it.
The eight tools below are the ones a small business actually meets when it searches. They divide on two questions that matter more than the headline price: do you need the Meta Business API, and is the AI that answers your customers included or sold separately.

Do you need the Meta Business API?
Seven of the eight do. That means applying through a Business Solution Provider, using a number that is not already on the WhatsApp app (or migrating it), getting message templates approved before you can start a conversation, and paying per message. For a marketing team sending campaigns to thousands, that is the right structure and the sending limits climb with your quality rating.
For a shop, clinic or tuition centre whose problem is the two hundred questions a week that arrive on the number customers already have, it is a lot of ceremony to answer "are you open" at 9 pm. Replai pairs to that number as a linked device, the same way WhatsApp Web does. Setup is a QR scan and a pasted price list.
The trade is real and worth stating plainly: linked-device tools are unofficial. WhatsApp can restrict a number that behaves like spam, so Replai paces every send, caps them per hour and per day, honours opt-outs, and does not do cold outreach at all. It is built for inbound. If your plan is to message people who never wrote to you, pick an API tool and expect to pay for it.
Is the AI included, or an add-on?
This is where the headline prices mislead. Wati's plans start at $39 to $69 depending on your country, and AI replies to customers are an add-on. AiSensy's AI agent is $99 a month on top of any plan. Interakt lists its WhatsApp AI Agents add-on at $74.99. Respond.io meters AI at $15 per 1,000 credits above the allowance.
Tidio, ManyChat, Chatfuel and Replai include it. Tidio's free tier includes 50 AI conversations and then meters. Replai's plans are $19, $49 and $99 with the AI in every one and a conversation counted as one thread of up to five bot replies.
Whichever you pick, ask the same question before signing: does the bot answer from my own prices, hours and policies, or from a script? A bot that invents a price is worse than no bot.
What do you actually get for $19 versus $79?
At $19, Replai answers one number around the clock in the customer's language, including voice notes and photos, hands anything it cannot answer to you, and logs leads to Google Sheets. At $49 it adds two more numbers, campaigns to people who already know you, and WooCommerce and Shopify order updates from the shop's own number. At $99 it writes campaigns in each lead's language and writes results back to the sheet.
At $79, Respond.io gives five people one inbox across WhatsApp, Instagram, Messenger, LINE and web chat, with assignment and reporting, and that is exactly what a support team needs and a solo owner does not.
The honest rule: pick by who answers the phone. One person on one number, start at the bottom of the ladder. A team, start with a shared inbox.
How to test any of them in a week
- Take the twenty questions your customers asked last week, verbatim.
- Put your real prices and hours in, nothing else.
- Send the twenty questions and mark each answer right, wrong, or "handed to a human".
- Count the wrong ones. That number, not the feature list, is the product.

What does the linked-device route risk?
- A restriction. WhatsApp can restrict a number that behaves like spam, and a linked device is not exempt. A business that cannot tolerate any restriction should stay on the official API.
